Best ISP Proxies in 2026: the buyer's shortlist

By . Published

The best ISP proxies in 2026 for US targets are Stat Proxies: dedicated static IPs at $2.50 per IP per month, with unlimited bandwidth and no traffic cap per IP. For dedicated IPs in other countries, Decodo is the pick. For an enterprise contract, it's Oxylabs. We sell Stat Proxies, so every number on this shortlist links to its source: list prices for 100 IPs, published traffic limits, Trustpilot scores, and a latency test we ran on October 16, 2026. If you need IPs outside the US, skip to #2.

Key takeaways

  • Price barely separates the dedicated plans. At 100 IPs, six of the seven dedicated plans list between $250 and $275 a month. Rayobyte is the outlier at $480.
  • Traffic terms decide the bill. Bright Data includes 100 GB per IP per month and may charge past it. Oxylabs cuts each IP to 10 concurrent sessions after 100 GB (50 GB on shared IPs). A monitor that loads a 2 MB page every 30 seconds hits those limits on day 18, or day 9 on Oxylabs shared.
  • Stat Proxies ranks first for US work. It lists the lowest price for 100 dedicated IPs ($250), publishes no per-IP traffic limit, and runs HTTP, HTTPS and SOCKS5 on every IP with one login. It sells US IPs only, and the smallest order is 25.
  • Outside the US, look at Decodo, IPRoyal or Oxylabs. Decodo sells dedicated IPs in 19 countries from a 3 IP plan. IPRoyal lists 31+ countries and rents an IP for 24 hours at $1.80.
  • Read the reviews before you pay. On October 16, 2026, Trustpilot showed no score for IPRoyal after removing fake reviews, and Proxy-Cheap scored 2.7 from 749 reviews.

Before you compare vendors, work out how many IPs you need. How many proxies do I need turns your request rate into an IP count, and the proxy buyer's guide lists the questions to put to any provider before you pay.

What ISP proxies actually are (and what they are not)

An ISP proxy is an IP address registered to an internet service provider, the kind of company that sells home and business internet, but hosted on a server in a data center. A website that looks the address up sees an ISP network, not a cloud host. You get server-grade speed and uptime, and the IP stays the same for as long as you rent it.

Most ISP plans have three things in common. The IP is static, so it doesn't change between requests. It is usually dedicated, meaning no other customer sends traffic from it. And it is billed per IP per month rather than per gigabyte. Several providers sell the same product as "static residential proxies," so read the plan details, not the product name.

What ISP proxies are not:

  • Rotating residential proxies. Those route your traffic through other people's devices, change IP per request or per session, and bill per GB. Use them when you need a new IP for every request. Where residential proxies come from explains how those pools are built.
  • Datacenter proxies. Those IPs are registered to hosting companies, cost less, and get flagged faster on sites that check IP reputation. Datacenter vs residential vs ISP proxies compares all three.
  • A VPN. A VPN tunnels your whole device. A proxy handles the traffic of the app you point at it.
  • A pass. An ISP IP fixes the reputation part of a block. The site still decides whether to answer, based on your request rate, headers, browser fingerprint and behavior.

How we ranked these ISP proxies

We compared every provider on seven criteria that you can check yourself. Each one is a number or a yes or no, read from the provider's own pages on October 16, 2026.

Criterion What we recorded Why it matters
Price for 100 dedicated IPs The monthly list price at the 100 IP tier, no promo codes or VAT 100 IPs is a common production size and the tier every provider publishes
Traffic limit per IP The published GB per IP per month before a charge or slowdown It decides what a heavy month really costs
Dedicated or shared Whether another customer can use the same IP Shared IPs inherit other people's reputation and break logged-in sessions
Protocols HTTP, HTTPS and SOCKS5 on the same IP SOCKS5 carries UDP and non-HTTP traffic that some tools need
Smallest order and test option Minimum IPs, trial, or money-back terms It decides how cheaply you can try the IPs on your own targets
Countries Countries with ISP IPs, as listed The deciding factor if your targets are outside the US
Trustpilot score TrustScore and review count on October 16, 2026 It's the one public review source every provider here has

We weighted the ranking for teams whose targets are in the US, because that is who we sell to. If your targets are elsewhere, the order changes, and the use-case table below shows how. We measured latency only on our own IP. We did not buy competitor plans for this article, so you won't find latency claims about them here.

The best ISP proxies in 2026

Here are the eight providers in ranked order, with prices, limits and review scores. Each entry ends with who it suits best. Our Bright Data alternatives comparison covers the migration side if you're switching.

Bar chart of the monthly list price for 100 ISP proxies, checked October 14, 2026 and unchanged on October 16, 2026. Dedicated IPs: Stat Proxies $250 with unlimited bandwidth, Decodo $260, Oxylabs $260, IPRoyal $270 on 30-day rentals, Proxy-Cheap $271, Bright Data $275 with a 100 GB per IP fair-usage allowance, Rayobyte $480. Shared IPs: Bright Data shared $145, Oxylabs $120 with each IP shared by up to 3 users, Webshare $30 under a fair usage policy.

1. Stat Proxies, best for unmetered US traffic at a flat price

Stat Proxies sells dedicated static ISP proxies at $2.50 per IP per month. The smallest order is 25 IPs ($62.50), and 100 IPs cost $250, the lowest dedicated price on this list. Bandwidth is unlimited with no per-IP allowance, so a job that moves 170 GB per IP a month costs the same as one that moves 1 GB.

Every IP works over HTTP, HTTPS and SOCKS5 (TCP and UDP) with the same username and password. IPs go live the moment you check out. Network uptime is 99.994%, which is a track record, not an SLA. A management API can replace a burned IP from code. Each connection opens with a Windows TCP/IP fingerprint by default, and a username flag switches it to macOS, iOS or Linux. TCP/IP fingerprinting explains why that matters.

Stat owns and leases its own ARIN-registered IP space and resells nothing from other providers. The network runs 300,000+ IPs in 4 data centers and carries more than 1 billion requests a day. On Trustpilot, Stat scores 4.6 from 24 reviews. CEO Nicholas St. Germain wrote this article.

In our October 16 test, one Stat IP added a median of 14 to 20 ms per request on a reused connection. All 300 proxied requests succeeded, and 100 out of 100 exit-IP checks returned the same address. The results section has the full numbers.

Know the limits before you buy. Every IP is in the US (Virginia and New Jersey), with no city or state targeting. Auth is username and password only. Nothing rotates. There is no free trial.

Best suited for: Teams scraping, monitoring or running browser agents against US sites at high traffic per IP. Skip it if you need IPs outside the US or fewer than 25 IPs.

2. Decodo, best for small dedicated plans across 19 countries

Decodo, called Smartproxy until its April 2025 rebrand, sells dedicated ISP IPs on monthly plans that start small. The tiers are 3 IPs for $9.99 ($3.33 each), 10 for $29, 20 for $56, 50 for $135, 100 for $260 and 200 for $500 ($2.50 each). Prices exclude VAT.

The dedicated pool covers 19 countries:

  • Americas: US, Canada, Brazil and Colombia.
  • Europe: UK, Germany, France, the Netherlands, Italy, Belgium, Poland, Sweden, Spain, Ireland and the Czech Republic.
  • Asia-Pacific: Australia, Hong Kong, Japan and South Korea.

Paid plans come with a 14-day money-back option. Decodo lists unlimited bandwidth on its dedicated plans, supports HTTP(S) and SOCKS5, and authenticates with username and password.

Decodo also sells shared ISP IPs from $0.27 per IP and a per-GB ISP plan from $1.30 per GB, on the same page. Check which of the three your checkout is building before you pay. With 2,107 reviews, Decodo has the largest Trustpilot base on this list, at 4.2. More detail is in our Decodo comparison.

Best suited for: Teams that need dedicated IPs in Europe, Latin America or Asia, or want to start with fewer than 10 IPs. The 14-day money-back window makes it a low-risk first buy outside the US.

3. Oxylabs, best for enterprise contracts with a large vendor

Oxylabs was founded in 2015 in Vilnius, Lithuania. It lists 500+ staff and 15,000+ clients, and names Conductor, Wiser and Zulu5 as customers. Vytautas Savickas is CEO.

Its dedicated ISP proxies cost $3 per IP up to 10 IPs, $2.78 up to 35, $2.60 up to 192 and $2.20 from 1,140. The minimum is 5 IPs. Each IP gets 100 concurrent sessions until it passes 100 GB in a month, then 10 for the rest of the cycle. Oxylabs throttles past the threshold and doesn't charge for overage.

The shared ISP plan runs $1.10 to $1.50 per IP, with each IP "shared with up to 3 users" and the session cut at 50 GB. ISP proxies are available in 25 locations, with 338,000 IPs in the US alone. Protocols are HTTP, HTTPS and SOCKS5, over TCP and UDP. Trustpilot shows 4.0 from 770 reviews. See our Oxylabs comparison.

Best suited for: Companies that want a large vendor with sales contracts, account management and IPs in many countries. It also fits jobs that stay well under 100 GB per IP, where the session cut never applies.

4. Bright Data, best for teams already on Bright Data's stack

Bright Data started in 2014 as Luminati Networks, a division of Hola, and took its current name in March 2021, per Wikipedia. It is based in Tel Aviv. Its 1,300,000+ static residential IPs are the largest pool any provider on this list claims.

Pricing is per IP, billed monthly:

IPs Dedicated, per IP Shared, per IP
10 $3.50 $1.80
100 $2.75 $1.45
500 $2.60 $1.40
1,000 $2.50 $1.30

There's also pay-as-you-go ISP traffic at $8 per GB.

Bright Data's FAQ says "each IP includes a 100 GB fair usage allowance per month" and "if you exceed this bandwidth, additional charges may apply." The pricing page doesn't print the overage rate. Billing starts on the 1st of each month, and its FAQ (checked October 14) says that if you suspend your account, the IPs allocated to you are not saved. Trustpilot shows 4.3 from 1,028 reviews.

Best suited for: Teams that already use Bright Data's scraping APIs or datasets and want one bill. It suits light per-IP traffic best, where the 100 GB allowance never comes into play.

5. IPRoyal, best for testing a target on a 24-hour rental

IPRoyal was founded in 2020 by Karolis Toleikis, who is still CEO. The company is based in Ajman, UAE. It prices ISP proxies by rental length: $1.80 per proxy for 24 hours, $2.70 for 30 days, $2.55 for 60 days and $2.40 for 90 days. At 30 days, 100 IPs cost $270.

Every ISP proxy is dedicated: "no one else can use the same IP addresses as you." IPRoyal lists 500K+ unique IPs in 31+ countries. It supports HTTP(S) and SOCKS5 over TCP and UDP. Traffic falls under "fair usage protection for high-volume use cases," with no number published. Its company profile says orders can be refunded within the first 24 hours if the service doesn't work as expected.

The review picture is the weak point. On October 16, 2026, IPRoyal's Trustpilot page showed "This company's rating is unavailable due to a breach of our guidelines" and "We've removed a number of fake reviews for this company," across 2,756 reviews. Weigh that before a large order. Our IPRoyal comparison has more.

Best suited for: Testing a target for a day before you commit, and small orders in countries other providers skip. The 24-hour rental is the cheapest honest trial on this list.

6. Rayobyte, best for tools that need IP-whitelist authentication

Rayobyte charges $5 per IP for 5 to 99 IPs, $4.80 for 100 to 999 and $4.60 for 1,000 to 4,999, so 100 IPs cost $480. Its enterprise tier advertises prices from $0.95 per IP with a commitment, quoted by sales.

IPs are dedicated and registered to home internet providers in six countries: the US, UK, Canada, Germany, France and Italy. Bandwidth is unlimited under a fair-usage policy. Protocols are HTTP(S) and SOCKS.

Rayobyte is the only provider here whose ISP page lists both IP whitelisting and username and password on every IP. That matters for software that can't store proxy credentials. Static IPs are not part of its self-serve free trial, so you'll need to ask sales for a test. Trustpilot shows 4.0 from 143 reviews. See our Rayobyte comparison.

Best suited for: Teams running tools that only support IP-whitelist auth, or buyers who need dedicated IPs in one of its six countries. On price alone, it's the most expensive dedicated plan here.

7. Proxy-Cheap, best for a flat monthly price outside the US

Proxy-Cheap sells static residential proxies, its name for ISP proxies, at $2.71 per IP a month on its Basic plan. A 1-month and a 12-month term cost the same. A 7-day trial costs $1.99 per proxy. 100 IPs cost $271.

Each Basic plan lists a dedicated IP address, unlimited bandwidth, 100+ Mbps and up to 100 concurrent threads, over HTTP and SOCKS5. The page cites 24+ countries and 37+ ISPs. Its title advertises "from $2.12/mo," which doesn't match the plan prices on the page.

The concern is reviews. Proxy-Cheap's Trustpilot page showed 2.7, rated "Poor," from 749 reviews on October 16, 2026. That's the lowest score on this list by more than a point. The 7-day trial is the right way in.

Best suited for: Buyers who need a few dedicated IPs in a country the larger providers price higher, and who will run the 7-day trial first. Read recent reviews before a long-term order.

8. Webshare, best for the lowest bill on light work

Webshare lists static residential proxies at $0.30 each from 20 to 250 proxies, $0.27 at 1,000 and $0.225 at 10,000. 100 proxies cost $30, a ninth of the dedicated plans above. A free plan offers 10 proxies with up to 1 GB a month.

The page is inconsistent about what you get. The feature text calls the IPs dedicated, but the purchase links build a "shared" plan with an "isp" subtype. Bandwidth is "up to unlimited," subject to a fair usage policy the page doesn't define. Protocols are HTTP and SOCKS5, at up to 1 Gbps. Trustpilot shows 4.0 from 1,465 reviews. More is in our Webshare comparison.

Best suited for: Learning, side projects and light scraping of public pages, where a shared IP's history doesn't matter. Confirm the plan type at checkout before you point production traffic at it.

Side-by-side comparison

This table repeats the seven ranking criteria for all eight providers. Prices are list prices for 100 IPs a month, checked October 16, 2026, without promo codes or VAT.

What results look like

We don't publish customer case studies without permission, so this section shows two things you can check: a test we ran on our own IP, and the math on what a heavy month costs on each plan.

What one Stat IP added to each request

On October 16, 2026, we sent 50 HTTPS requests to each of three sites from an AWS server in Ashburn, Virginia, once directly and once through one Stat Proxies ISP IP. We ran it twice: once with a reused connection (keep-alive, how most scrapers run) and once with a new TCP and TLS connection for every request.

Bar chart of the median time one Stat Proxies ISP proxy added per HTTPS request, measured October 16, 2026 from a server in Ashburn, Virginia, 50 requests per bar: with a reused connection, 15 ms to example.com, 20 ms to wikipedia.org and 14 ms to cloudflare.com; with a new connection per request, 85 ms to example.com, 101 ms to wikipedia.org and 84 ms to cloudflare.com. All 300 proxied requests succeeded and 100 of 100 exit-IP checks returned the same IP.

Target Direct, reused Proxy, reused Direct, new connection Proxy, new connection
example.com 9 ms 24 ms 47 ms 132 ms
wikipedia.org 3 ms 23 ms 40 ms 141 ms
cloudflare.com 6 ms 20 ms 42 ms 126 ms

On a reused connection, the proxy added 14 to 20 ms. A new connection costs more, 84 to 101 ms, because the TCP handshake, the CONNECT tunnel and the TLS handshake each make a round trip through the proxy. Reuse connections and the proxy hop costs about one round trip per request. All 300 proxied requests returned 200. In the same run, 100 out of 100 checks against an IP echo service returned the same exit IP, which is what "static" should mean.

Run the same test on any provider you're considering. It needs pip install httpx, and you pass one proxy URL:

"""Test one ISP proxy against a direct connection: latency, errors, and whether the exit IP stays put."""
import statistics, sys, time
import httpx

PROXY = sys.argv[1]   # http://user:pass@proxy.statproxies.com:8080
TARGETS = ["https://www.example.com/", "https://www.wikipedia.org/", "https://www.cloudflare.com/cdn-cgi/trace"]
ROUNDS = 50 # cold requests per target, a new TCP + TLS connection each time
IP_ECHO = "https://api.ipify.org"
HEADERS = {"User-Agent": "isp-shortlist-test/1.0 (+https://www.statproxies.com)"}

def cold_ms(url: str, proxy: str | None) -> float | None:
    start = time.perf_counter()
    try:
        with httpx.Client(proxy=proxy, timeout=15, headers=HEADERS) as client:
            client.get(url).raise_for_status()
    except httpx.HTTPError:
        return None
    return (time.perf_counter() - start) * 1000

def summarize(label: str, times: list[float | None]) -> None:
    ok = sorted(t for t in times if t is not None) or [float("nan")]
    p95 = ok[int(0.95 * (len(ok) - 1))]
    print(f"{label:<55} ok {sum(t is not None for t in times)}/{len(times)}  p50 {statistics.median(ok):6.0f} ms  p95 {p95:6.0f} ms")

for url in TARGETS:
    for name, proxy in (("direct", None), ("proxy", PROXY)):
        summarize(f"{name:<7}{url}", [cold_ms(url, proxy) for _ in range(ROUNDS)])

# A static ISP IP should come back identical on every check.
with httpx.Client(proxy=PROXY, timeout=15, headers=HEADERS) as client:
    ips = [client.get(IP_ECHO).text.strip() for _ in range(100)]
print(f"exit IP checks: {len(ips)}, distinct IPs: {len(set(ips))}")

The script measures cold requests. To measure reused connections, open one httpx.Client outside the loop. Compare each provider's numbers against the direct row from the same machine at the same hour, because most of the time on any request belongs to the target.

What a heavy month costs on each plan

Take a price monitor that loads one 2 MB rendered product page every 30 seconds per IP, around the clock. That is 2,880 loads and 5.76 GB per IP per day, or about 173 GB per IP over a 30-day month. Here is the day each plan's published limit kicks in.

Bar chart of the day of a 30-day month on which a heavy job hits each ISP plan's published per-IP limit. The job loads a 2 MB page every 30 seconds per IP, 5.76 GB a day. Oxylabs shared ISP: day 9, then 10 concurrent sessions per IP. Oxylabs dedicated ISP: day 18, then 10 sessions per IP. Bright Data ISP: day 18, then additional charges may apply. Stat Proxies, Decodo dedicated and Proxy-Cheap publish no per-IP limit, so the job runs all 30 days. Prices and terms checked October 16, 2026.

On 100 IPs, the job moves about 17,280 GB a month. Bright Data's pooled allowance covers 10,000 GB, so roughly 7,280 GB falls into "additional charges may apply," at a rate the pricing page doesn't print. On Oxylabs, each IP drops from 100 concurrent sessions to 10 on day 18 and stays there until the cycle resets. On Stat Proxies, the bill stays at $250. Flat-rate vs per-GB proxies works through the break-even point for your own page sizes.

Across the network

Stat Proxies runs 300,000+ IPs in 4 data centers, carries more than 1 billion requests a day, and has 99.994% network uptime. Customers rate it 4.6 on Trustpilot from 24 reviews. Read the reviews on Trustpilot.

FAQ

What is the best ISP proxy provider in 2026?

For US targets, Stat Proxies: dedicated IPs at $2.50 per month, no per-IP traffic limit, and HTTP, HTTPS and SOCKS5 on every IP. For other countries, Decodo sells dedicated IPs in 19 countries and IPRoyal lists 31+. Oxylabs is the strongest enterprise option.

What is the difference between ISP proxies and residential proxies?

ISP proxies are IPs registered to internet providers but hosted in data centers, so they're fast, static and billed per IP. Rotating residential proxies route through real users' devices, change IP often, and bill per GB. Pick ISP for stable sessions and heavy traffic, and rotating residential when you need a new IP on every request.

How much do ISP proxies cost?

Dedicated ISP proxies list between $2.50 and $4.80 per IP per month at 100 IPs, checked October 16, 2026. Stat Proxies is $2.50, Decodo and Oxylabs $2.60, and Bright Data $2.75. Shared plans cost less, from $0.30 at Webshare, because other customers use the same IPs.

How do I test an ISP proxy before buying?

Run the script in this article against the targets you actually scrape, through each provider's IPs and directly, from the same machine at the same hour. IPRoyal rents IPs for 24 hours, Proxy-Cheap offers a 7-day trial, and Decodo has a 14-day money-back window.

What happens when an ISP proxy gets blocked?

A static IP keeps its reputation, good or bad, so a burned IP stays burned on that site until you replace it. On Stat Proxies, the management API replaces an IP from code. Slow your request rate and fix your headers too, or the new IP will go the same way.

How many ISP proxies do I need?

Divide the requests per second you need by the rate one IP can sustain on your target without being challenged, then add headroom for replacements. How many proxies do I need walks through the math with examples.

What locations does Stat Proxies offer?

Stat Proxies sells US IPs only, in Virginia and New Jersey, with no city or state targeting. If your targets need IPs in another country, Decodo, IPRoyal, Oxylabs and Proxy-Cheap all sell ISP proxies outside the US.

Get 25 US ISP proxies live in minutes

If your targets are in the US, start with the smallest order and test it on your own jobs. 25 dedicated ISP IPs cost $62.50 a month. They go live the moment you check out, with HTTP, HTTPS and SOCKS5 on one login. Bandwidth is unlimited, so a heavy test month costs the same as a light one. Run the script above against your current provider and compare the numbers. If you're planning a larger deployment, book a 15 minute call and we'll size it with you.
