Which ISP proxies are best for web automation?

By Nicholas St. Germain. Published

For US-targeted web automation, the best ISP proxies are dedicated static IPs with no bandwidth meter: Stat Proxies if your targets are American, IPRoyal or Decodo if you need other countries or want to test with a handful of IPs first. Webshare is the cheapest way to start, and Oxylabs has the lowest per-IP price among the big names, but its ISP IPs are shared with up to 3 users. Bright Data's ISP plans cap each IP at a 100 GB monthly fair-usage allowance, which matters for retail monitoring with heavy pages.

Disclosure: Stat Proxies wrote this comparison, and we sell static ISP proxies. We put ourselves first for US work and say below where we are the wrong pick. Every competitor number comes from the provider's own pricing page, linked in the table. Prices checked October 2026.

Quick answer: ISP proxy providers compared

Bar chart of starting list price per IP per month for static ISP and static residential proxies, October 2026: Webshare $0.30, Oxylabs $1.60 shared with up to 3 users, Stat Proxies $2.50, IPRoyal $2.70 for a 30-day rental, Decodo $3.33, Bright Data $3.50 dedicated, Rayobyte $5.00

Infatica lists static ISP IPs at $1.95 to $3.00 per IP per month with unlimited traffic. It does not publish tier detail on that page, so it stays out of the ranking.

What "web automation" asks of a proxy

Automation means a script or a browser doing something a person would do: checking prices, filling forms, logging in, clicking through a checkout. The proxy shows up to the target in four ways.

The IP's ASN tells the site whether traffic comes from a home internet provider or a data center. ISP proxies sit on residential carrier ranges, so they pass the first reputation check that kills cheap datacenter IPs on retail and social sites.

A rotating residential IP can change mid-login, and the site then sees a session jump between addresses. A static ISP IP stays the same for as long as you pay for it, which is why it suits anything with cookies, carts or accounts.

On a shared IP you inherit whoever else is using it, and you find out about their behavior when your requests start hitting captchas. A dedicated IP carries only your traffic.

Then there is the bill. A monitoring job that renders product pages in a browser pulls every image and script on each load, and that traffic adds up fast across a month. A per-IP allowance or a per-GB meter turns it into a line item; a flat unmetered price does not.

Stat Proxies: dedicated US ISP IPs, flat price

Stat Proxies sells static ISP proxies at $2.50 per IP per month with a 25 IP minimum, so the smallest order is $62.50. Each IP is dedicated to your account, sits on a residential ASN from major US Tier-1 carriers, and never rotates. Bandwidth and concurrent connections are both unlimited. The proxies speak HTTP, HTTPS and SOCKS5, including UDP over SOCKS5, with one username and password, and a replacement IP is free within 24 hours of reporting a flagged one.

For captcha-heavy targets, our captcha proxies cost $1.30 per IP with a 10 IP minimum and are tuned for reCAPTCHA v2, v3 and hCaptcha.

Where we are the wrong pick: every IP is in the US (Virginia and New Jersey for ISP), so a job that needs a German storefront needs another provider. We sell no rotating pool, so a crawl that wants a fresh IP on every request will burn through a static list. Authentication is username and password only, with no IP whitelist option. There is no free trial; new customers get a 24-hour satisfaction guarantee instead.

IPRoyal: the easiest way to test

IPRoyal sells dedicated static residential IPs by rental length: $1.80 per IP for 24 hours, $2.70 for 30 days, $2.40 for 90 days. Traffic is unlimited, and it covers 31+ countries over HTTP(S) and SOCKS5.

The 24-hour option is the reason a beginner should look here. You can rent a few IPs for a day, run your script against the real target, and learn whether ISP proxies fix your block rate before committing to a month. The 30-day price is 20 cents above ours per IP, and you get countries we do not offer.

Decodo: small dedicated plans, global locations

Decodo's dedicated ISP plans start at 3 IPs for $9.99 ($3.33 per IP) and fall to $2.50 per IP at 200. Plans include unlimited threads and concurrent sessions and a 14-day money-back guarantee. Its static residential page lists about 15 locations, including the US, Canada, the UK, Germany and Japan.

Decodo also sells shared ISP access from $0.27 per IP and a per-GB ISP plan from $1.30 per GB. Read which one you are buying. The shared plans put other customers on your IPs.

Webshare: the cheapest entry

Webshare lists static residential proxies at $0.30 per proxy for 20 to 250 proxies, falling to $0.225 at 10,000. Bandwidth reads "up to unlimited" and is subject to Webshare's fair usage policy. It supports HTTP and SOCKS5, and a free plan gives you 10 proxies with 1 GB of monthly traffic.

At a tenth of everyone else's per-IP price, Webshare is where a student or a hobby project should start. Check the fair usage terms before you point a browser-rendered monitoring job at it.

Oxylabs: low price, shared IPs

Oxylabs prices ISP proxies at $1.60 per IP for 10 IPs, $1.30 at 100 and $1.20 at 500, across 25 countries with HTTP, HTTPS and SOCKS5. The same page says each IP is "shared with up to 3 users" and that concurrent sessions drop from 100 per IP to 10 per IP after 50 GB of monthly usage.

For light scraping across many countries, that is good value. For account work, two other customers on your IP is a real risk, and the session cut after 50 GB hurts concurrent monitoring jobs.

Bright Data: big catalog, metered at the edges

Bright Data's ISP pricing has two pools. Shared IPs run $1.80 each at 10 IPs and $1.30 at 1,000; dedicated IPs run $3.50 at 10 and $2.50 at 1,000. Each IP includes a 100 GB monthly fair-usage allowance, and going over can bring extra charges. A pay-as-you-go option bills ISP traffic at $8 per GB.

If your team already runs Bright Data for other products, adding ISP IPs there is simple. For a solo developer the dedicated tier costs $1 more per IP than ours at small volumes, with a cap we do not have.

Rayobyte: whitelist auth and EU coverage

Rayobyte charges $5 per IP for 5 to 99 IPs, $4.80 for 100 to 999 and $4.60 for 1,000 to 4,999. Each IP is dedicated, traffic is not metered, and you can swap single IPs from the dashboard. Locations are the US, UK, Canada, Germany, France and Italy. Rayobyte lists IP whitelisting alongside username and password, which helps with tools that cannot store proxy credentials, and its 5 IP minimum keeps the first order small.

Picks by task

Retail monitoring

Retail monitoring loads product pages on a schedule and records prices and stock. It wants static IPs (retailers track repeat visitors), dedicated reputation and no bandwidth meter, because rendered product pages are heavy. For US retailers we recommend Stat Proxies. For a mix of US and European storefronts, Rayobyte or Decodo. Our e-commerce price monitoring guide covers request pacing, and how many proxies you need has the sizing math: vantage points plus one spare.

Captcha-heavy sites

Captcha frequency tracks IP reputation. A shared IP with someone else's abuse history gets more challenges, so dedicated wins here. Pair dedicated ISP IPs with a solver for the challenges that still appear; our captcha solver comparison prices the main services. If the target uses Google reCAPTCHA, try our captcha proxies at $1.30 per IP before paying for solves.

Privacy and speed together

ISP proxies are the right type for privacy plus speed: the exit is a residential address, and the connection runs over data center hardware. For most jobs unlimited bandwidth matters more than raw speed, because a capped plan makes you ration page loads. If privacy means hiding from a specific country's view, buy IPs in that country, which rules us out outside the US.

Beginners

Start with Webshare's free plan to learn proxy auth in your tool, then rent a few IPRoyal IPs for 24 hours to test your real target. Once you know the job works and the targets are American, move to flat per-IP dedicated IPs. Our proxy buyer's guide walks through the first purchase, and datacenter vs residential vs ISP explains the types.

How we compared

We scored each provider on the four things that change automation results:

  • Dedicated or shared. Whether another customer can send traffic from your IP.
  • Bandwidth terms. Unlimited, per-IP allowance, or per-GB billing, read from the pricing page itself.
  • Entry cost. The smallest order you can place and what it costs.
  • Locations. US-only versus multi-country.

We did not run speed tests for this post, and we left out success-rate claims we could not reproduce. All prices are list prices on each provider's pricing page, checked October 2026, without promo codes.

FAQ

What are the best ISP proxies for web automation?

For US targets, dedicated static ISP proxies with unlimited bandwidth, such as Stat Proxies at $2.50 per IP per month. For other countries, IPRoyal (31+ countries, from $2.70 per IP for 30 days) and Decodo (about 15 locations, from $3.33 per IP) sell dedicated IPs. Webshare is the cheapest start at $0.30 per proxy.

Which ISP proxies should beginners start with?

Start with Webshare's free plan of 10 proxies and 1 GB of traffic to learn the setup, then rent a few IPRoyal static residential IPs for 24 hours at $1.80 each to test your real target. Commit to a monthly dedicated plan once the job works.

Are ISP proxies good for bypassing captchas?

They reduce captchas because the IPs sit on residential carrier ASNs, and dedicated IPs avoid a shared neighbor's bad reputation. They do not remove captchas on sites that challenge every new session. Pair them with a solver, or for Google reCAPTCHA use a proxy tuned for it, such as Stat Proxies captcha proxies at $1.30 per IP.

What is the best ISP proxy setup for retail monitoring?

One dedicated static ISP IP per vantage point plus a spare, on unlimited bandwidth, polling each product page no faster than the retailer tolerates. Three to four IPs cover most single-country price trackers. Use IPs in the same country as the storefront.

Are shared ISP proxies worth it?

For anonymous scraping of public pages, yes; Oxylabs at $1.20 to $1.60 per IP shares each IP with up to 3 users. For logins, carts or accounts, pay for dedicated IPs so no one else's traffic affects your reputation.

Do ISP proxies have bandwidth limits?

It depends on the provider. Stat Proxies, IPRoyal and Decodo dedicated plans list unlimited bandwidth. Bright Data includes 100 GB per IP per month under fair usage. Oxylabs cuts concurrent sessions per IP from 100 to 10 after 50 GB.

Does Stat Proxies offer proxies outside the US?

No. Stat Proxies sells US IPs only, with ISP proxies in Virginia and New Jersey. For other countries, IPRoyal, Decodo, Oxylabs and Rayobyte all list non-US locations.
